| Reigate & Banstead Borough Council is asking for local residents, businesses and visitors to take part in its review of the Public Space Protection Order (PSPO) covering Redhill Town Centre. The online survey launches on Thursday 16 July, with people having until 23 August to respond. |
| PSPOs aim to discourage anti-social behaviour in key public areas and give police officers and the council extra powers to intervene early, preventing anti-social behaviour escalating into a crime. The Redhill Town Centre PSPO covers the pedestrianized shopping area, Redhill Memorial Park and the area around the pedestrian railway underpass.
The Redhill Town Centre PSPO was initially issued in 2017 due to local concerns about anti-social behaviour, and 93% of respondents to the consultation at this time supported its introduction. PSPOs must be reviewed at least every three years and the Redhill Town Centre PSPO was reviewed and renewed in 2020 and 2023, following public consultations. In 2023, the area covered by the PSPO was extended to include Clarendon Road car park where there had been reports of anti-social behaviour. The public are now being asked to share their views again about the impact of the PSPO over the past three years. Deputy Leader and Executive Member for Community Development and Prosperity, Cllr James Baker, said: “Redhill is a thriving and vibrant town and we want to ensure it stays that way. By setting out clearly the kind of behaviours that we don’t want in the town centre area, we can deter those who continue to carry out these anti-social activities with the prospect of a fine or being asked to move on from the area. “Since the order’s renewal in 2023, the Safer Redhill programme, which brought together the Council, Surrey Police, YMCA East Surrey and other local organisations to address crime and antisocial behaviour in the town centre, has delivered local improvements, such as new lighting, increased patrols and youth outreach activities. “We believe the PSPO supports this work and continues to help our officers and the police tackle behaviour, such as anti-social street drinking, harassment and rowdy behaviour, at an early stage, before situations escalate. We find the vast majority of people alter their behaviour when asked and without the need for further sanction. “It’s important that Redhill’s public space protection order continues to reflect the views of local residents, businesses and visitors to the town centre, so I encourage you to share your views and complete the short survey.” The controlled behaviours listed in the Redhill Town Centre PSPO are intended to cover a range of anti-social behaviour. They include threatening violence, being verbally abusive, urinating in an open public place, littering, or spitting with the intent to cause harassment alarm or distress. Setting out controlled behaviours in this way means that a person will commit an offence if they fail to comply with a request by an authorised officer to cease any of those behaviours within the specified area – which could result in either a Fixed Penalty Notice being issued, or prosecution. Share your views Reigate & Banstead Borough Council wants to hear the views of as many people as possible in order to review the impact of the existing PSPO. It will also be contacting a variety of people, businesses and community organisations with a particular interest in the issue.
